LB468, the collaborative effort between NACO and Senator Rob Clements, successfully passed its first round of debate on Tuesday.
The bill, which addresses changes to inheritance tax laws and appropriate revenue replacements for counties, advanced with 27 yes votes, 10 no votes, and 16 present-not-voting. While there was some opposition, it wasn’t enough to trigger a filibuster, allowing the bill to move forward. NACO staff put significant time and energy into preparing thorough and accessible materials for legislators, ensuring that complex policy ideas were digestible for their consideration.
This initial victory would not have been possible without the consistent engagement and outreach from county officials across Nebraska. Communications with state senators shaped the conversation around the bill – evidenced in the debate itself, where many senators referenced county support or lack thereof.
